The West Gonja Municipal Assembly held its 2nd Quarter Budget Committee Meeting on May 23, 2025, at the Labour Office Conference Hall. The meeting was attended by the Municipal Chief Executive, the Municipal Coordinating Director, and various Heads of Department.
The session focused on several key matters, with two major issues dominating the agenda:
1. First Quarter Variance Analysis
2. Review of the Ministry of Finance’s Budget Performance Reporting Template for the 2024 fiscal year and the first quarter of 2025.
The Municipal Budget Analyst (MBA) began the meeting with a presentation on the first quarter variance report. He provided a detailed breakdown of Internally Generated Funds (IGF), highlighting revenue inflows and expenditures across various IGF items.
He also prepared the committee for anticipated questions from Ministry of Finance officials, addressing factors that contributed to the Municipality meeting its revenue targets. These included export taxes and BOPs (Business Operating Permits) collected from selected hotels. The MBA further explained the implications of these revenues on social service delivery, identified challenges encountered, and outlined mitigation measures implemented.
Additionally, the MBA introduced a new revenue source, fines from traffic law violations proposed by the Municipal Urban Roads Director, which has been incorporated into the Assembly’s revenue structure.
